Law No. 22/21, of 18 October 2021 - Law on the Angolan Passport and the Regime of Exit and Entry of National Citizens

On the last 18th of October 2021, Law No. 22/21 was published in the Official Gazette, which approved the Law on the Angolan Passport and the Regime of Exit and Entry of National Citizens, revoking all legal rules in force that contradict the provisions of the said Law.


This new law regulates the passport in general, its characteristics, models and security levels, the competence for their authorization, passports in particular, the travel title for refugees and the safe conduct, as well as the National Citizen Entry and Exit Regime, and the applicable infringements under this law.


The present Law has essentially maintained the legislation previously in force in this field and has taken the opportunity to update this same legislation to the current reality.


Thus, every Angolan citizen has the right to hold a passport or other travel document, except in cases provided for by law, and the President of the Republic is competent to authorize its granting.


The current passport categories are also maintained in force, that is, the diplomatic, service, ordinary and for foreign passports, under the terms of this Law. With regard, in particular, to the ordinary passport (applicable to all citizens of Angolan nationality) the validity of the passport for citizens with age equal or superior to 30 (thirty) years old becomes 15 (fifteen) years old, while that the passport for citizens with age equal to or less than 29 (twenty-nine) years old becomes 10 (ten) years old.


The travel document for refugees is also regulated in this Law, which may be issued to refugee citizens in the Republic of Angola, in accordance with the provisions of the law and international treaties on the right of asylum and refugee status.


Regarding the regime of entry and exit of national citizens, it is provided that every Angolan citizen is free to leave and enter the country and that the passport constitutes the title for leaving and entering national territory.


It should also be noted that the Law establishes a transitory regime, under which all passports issued up until the date this law comes into effect will remain valid until they expire.


This Law will come into effect 60 days after the date of its publication, i.e., on 17th of December 2021.
