In the course of the positive evolution of the effectiveness of the measures to prevent and control the spread of Covid-19, the Angolan Government decided to update the measures taken so far, through the Presidential Decree no. 257/21, of 29 October 2021, which extends the Situation of Public Calamity in Angola and defines the exceptional and temporary measures of prevention and control of Covid-19, as well as the rules of operation of public and private services and social equipment, to be in force during the new period of Situation of Public Disaster, starting at 00h00 on 31 October and ending at 11h59 p.m. on 30 November 2021.
The main news of this new Presidential Decree consists in the reinforcement of the immunization recommendation, through vaccine, for all citizens over 18 (eighteen) years of age and in the lifting of the interdiction on entry into Angolan territory, of citizens coming from Brazil, as of November 1st, 2021, and the consequent return of regular flights between Angola and Brazil.
In addition to these two measures, this new Presidential Decree maintains, in essence, all the previous exceptional measures, and is now in force until 11:59 p.m. on 30 November 2021, and, among the most relevant new measures, we highlight, in summary, the following:
i. Closure of all borders, except in previously authorized situations, which are subject to (i) pre-shipment testing for the SARS-CoV-2 virus on a molecular basis by RT-PCR, with negative results, carried out within 72 hours prior to travel; (ii) remote completion of a travel registration form; and (iii) signing of a term of commitment, under the terms defined by the competent authorities;
ii. Temporary interdiction of entry into Angolan territory, by any means, of citizens from the Republic of India or citizens who have transited through this country;
iii. Carrying out a post-disembarkation test for citizens coming from abroad, to be performed upon arrival in the national territory, at the airport facilities;
iv. Exemption from home quarantine for citizens holding proof of Covid-19 vaccination (i.e. certificate of vaccination) that certifies its completion and that have a negative result in the mandatory post-disembarkation test;
v. Recommendation of immunization, via vaccination, for all private sector professionals providing services to the general public and citizens travelling interprovincially;
vi. Obligatory presentation of a vaccination certificate by citizens over the age of eighteen (18) for access to public services by public employees and service providers;
vii. Obligatory presentation of a vaccination certificate by citizens over the age of eighteen (18) for access to restaurants and similar establishments; to commercial establishments by managers and employees; cinemas, museums, theaters, monuments, and similar establishments; casinos and gaming halls; indoor activities and meetings; musical performances; and access to gyms, sports venues and similar facilities.
Finally, it should be noted that this Presidential Decree is valid until 30 November 2021, revoking Presidential Decrees no. 241/21, of 30 September 2021, and 254-A/21, of 14 October 2021.
